If both the Cabinet Secretary and the Chair are saying that the free maternity policy of Jubilee Government is effective yet it is clear and they have not denied that women as many as five who have just delivered are sharing beds and infants are dying, it cannot be effective. Even from their statistics, they have not indicated the rate of mortality of women and children who have died and how many lives they have saved for them to show us the effectiveness.
