"content": " Sen. Kanainza and Sen. Wangari, I have an issue with this statement. It appears to me that Sen. Wangari sought to know whether the Senate said what they had to say in the report. Did it not? We have the report. The Senate pronounced itself. The only question that appears to be out there is not the several issues that have been raised here now; it is whether or not that report is being implemented. That is the question. We are discussing issues that we know. They were there in the Committee. They were canvased. We know about Kshs25 billion losses. Sen. (Prof.) Anyang'-Nyong’o and his Committee did an intensive job on this matter. The question is not whether or not the losses are still being made but whether or not the recommendations that were made by the Senate Committee are being implemented. That is why Sen. Wangari, very cleverly went to the Committee on Implementation, not to the Committee on Roads and Transportation. She wants to know whether it is being implemented. That is the issue.
