I beg to move:- THAT the Senate adopts Report of the Mediation Committee on the Water Bill (National Assembly Bill No.7 of 2014) laid on the Table of the Senate on Wednesday, 27th July, 2016 and pursuant to Article 113 of the Constitution and Standing Order No. 115 (3) of the Senate Standing Orders, approves the mediated version of the Bill. Mr. Deputy Speaker, Sir, the Mediation Committee on the Water Bill did not have a lot of issues to disagree on. The Water Bill has been a subject in this House for a long time. Since 2014, we have been debating this Bill. We have had several seminars on this Bill and we have had involvement of the public on two occasions. There are five issues which brought complication after the final Report was adopted by this House and a few clauses were rejected by the National Assembly. When we met as the Mediation Committee, I was elected as the Chairman and we resolved all the issues within less than an hour. We took around 34 minutes. Mr. Deputy Speaker, Sir, having said that, I would like to thank the members of the Committee because they were all referring to the new law, constitutionality and all the issues from a very informed point of view.
