    "content": "Mr. Deputy Speaker, Sir, as much as I appreciate that there are some existing regulations, there are certain things which are different. Times have changed. We need to harmonize them to ensure progress. By then we did not have the boda boda menace which is now extreme. We have to look at them. As we said earlier, most of the accidents are caused by lack of proper appreciation of the laws and lack of sensitization. Sensitization needs to be done in collaboration with the county commissioners all over the country. It should be devolved to the counties. By then, things were being done at the national level. That is why the Government should embark on proper sensitization to ensure everybody adheres to the rules."
