    "content": "I understand from the Mover of the Bill that it intends to separate private and public schools. This is another important way of ranking schools. The Ministry of Education, Science and Technology must put in place stringent measures to ensure that private schools do not use the opportunity to be ranked highly because they are business entities. They want their schools to appear as high as possible on the ladder, so that they can attract more children. That encourages them to be corrupt and steal examinations. The Ministry needs to put in a lot of measures to curb that practice."
