    "content": "We have agreed with them in deleting research in genetic materials from the natural resources exploitation that requires ratification, so that we give research institutions more freedom to carry out research. This was also in our amendment, but due to the heated situation in the Third Reading of this Bill, we were not able to pass it. That is an amendment that had been proposed by Hon. Ottichilo, who was out of the country. So, this amendment is dear to Hon. Ottichilo. We agree with him and the Senate. We accept this amendment to the Schedule."
