    "content": "Thank you, Hon. Speaker. I rise to make my comments on this Report by the Departmental Committee on Environment and Natural Resources and the proposed amendments from the Senate. I wish to agree entirely with my Chair and the Departmental Committee on Environment and Natural Resources on the proposal by the Senate regarding the agreement on what should be done if the two Houses disagree on any amendment. This is clearly defined in the Constitution and in the Standing Orders. There are procedures to be followed and we have been doing so. It would be completely erroneous for us to come up with a procedure that is outside our agreed system of doing business. We would like to maintain mediation in case we disagree. That will be a way of coming up with consensus."
