    "content": "Further, Clause 10 provides for mediation, if one House fails to ratify a resolution. However, the New Clause 9A (4) provides that where either resolves not to ratify an agreement, the agreement shall be deemed to have been rejected by Parliament. It is one that refuses we go through mediation. Therefore, that is in conflict with our Standing Orders. So, we reject it.
