"content": "Mr. Speaker, Sir, I would like to congratulate you for that ruling. However, I wish to draw your attention to the fact that on this very momentous issue just before we left and now that we are here, a lot seems to have taken place. Our colleague, the Member of Parliament and Assistant Minister, Mr. Mwau resigned. In view of the fact that Mr. Mwau was resigning so as to acknowledge the high standard that this Parliament and the Constitution has set for public officers, I would like you to guide us because we do not want to be a House that seems to speak loudest when it comes to Members of the Executive, but keeps quiet on matters involving Members of the Backbench. Mr. Speaker, Sir, I would like you to exercise your mind and guide us. Now that Mr. Mwau has set precedence, will Mr. Kabogo, Mr. Mbuvi and Mr. Joho, still enjoy Membership to House Committees or will they, in your view, be forced to borrow from the high standards that we have set for the Executive? Until after they are cleared, should they temporarily stop serving on House Committees? Mr. Speaker, Sir, you could also possibly address yourself on the issue of half- pay."
