"content": "Mr. Deputy Speaker, Sir, I have listened carefully to all Members’ comments and statements. Today’s Motion was to approve the cash disbursement Schedule as put to us by the Cabinet Secretary(CS) Finance for monthly allocations to the counties for the Financial Year 2016-2017 as per the Public Finance Act, 2014. This was a noble exercise that was to be done by Senators without fail since that is the gist of being a Senator, in response to Article 96 of the Constitution, especially Part 3 and Article 217.
