    "content": "I beg to move:- THAT, Clause 5 be amended by– (a) renumbering the existing provision as sub-clause (1); (b) inserting the following new sub-clause immediately after the renumbered sub-clause (1)– “(2) The Controller of Budget (CoB) shall be entitled to make comments or give views on the estimates submitted pursuant to subsection (1)”"
