    "content": "Thank you, Hon. Temporary Deputy Speaker. I bring this amendment because we do not want the Controller of Budget to be a rubberstamp. We want her to do documents which she should be able to comment about when given a chance because there could be some flaws in it. For that reason, I am proposing that we add that sub-clause."
