    "content": "Thank you, Hon. Temporary Deputy Chairman. I rise to oppose these proposals for a simple reason. If you look at the last recommendation by Hon. Benson Mutura, you will find that he gives the Controller of Budget powers to prosecute when he says “A report submitted by the Controller of Budget under subsection (1) shall, where appropriate, include in its recommendations the criminal prosecution of persons responsible for violation of the law.” The Controller of Budget has powers to conduct investigations. Therefore, to recommend any criminal prosecution is not really the job of the Controller of Budget. That waters down everything on the recommendation of Clause 7.
