    "content": "to the Office of the Controller of Budget under this section, shall be deemed to be an employee of the Controller of Budget and shall enjoy the same benefits as an employee recruited directly by the Controller of Budget under this Act. (4) The Controller of Budget may upon request by a public entity second an officer for an agreed period, for purposes of capacity building of the institution. (5) A public officer seconded by the Controller of Budget under subsection (4) above, shall be deemed to be an officer of that institution and shall be subject only to the direction and control of that institution”.
