    "content": " Mr. Speaker, Sir, I rise in support of the Motion to withdraw these two Bills as eloquently and ably moved by the Minister for Justice, National Cohesion and Constitutional Affairs. Last night, I watched the Chair of CIC, Mr. Nyachae, pronounce himself on the need to do exactly what the Minister proposes to do. That Commission is a creation of this House that rose to the occasion and supported the decision by His Excellency the President to appoint this Commission. This was done, of course, in consultation with the Prime Minister as per the requirements of the Constitution. I think it is important that we all move with the same speed, and I think it remains on the part of this House to be seen to be acting in contradiction of the expressed desire by the Commission on the Implementation of the Constitution (CIC) to have these Bills withdrawn and re-published. I think they are clearly aware that there could be some people in this country who might want to challenge and actually say that this matter is actually unconstitutional if we proceed as originally anticipated in the Order Paper."
