    "content": "There is also the issue of having community members elected or appointed through the efforts of both the national Government and county governments. We have heard of good branches in communities like mine. A few people would sell community land to outsiders and deprive the rest of the members of the community their right to that land. The fact that the national Government will be involved in the selection of these people means that credible, knowledgeable and reliable people will be included in the committee. I do not need to go into details because the Chairman has ably explained. I can only second it and I believe the Members will pass it and fast-track its’ implementation."
