    "content": "Hon. Deputy Speaker, it is high time we all ensured that this works because it has come a long way from 2013. Remember that there are other Acts of Parliament that have been passed and are lying on the shelves. This should be a wakeup call to all Cabinet Secretaries (CSs) who have been given the mandate to ensure that what has been passed by Parliament should be implemented immediately. The way forward should be for the Committee on Implementation, through a framework, to ensure that we make a follow up of all the Acts to make them operational in order to assist our people."
