Outrightly, if - like the situation we are in - Parliament passes a Bill, the President goes ahead to assent to it but a CS fails to give notice to let the law work, first of all, it is an act of insubordination. When a CS fails to act when it has already been indicated that this is something that has to work, something has to happen. If we do this a number of times, we will create a precedent that is not very useful to this country."
