    "content": "Hon. Deputy Speaker, I rise to support this Bill. I want to thank my good friend Hon. Aghostinho Neto for tabling this Bill. Hon. Deputy Speaker, the President realised the importance of this Bill and assented to it. It became law but unfortunately, the CS given the mandate to gazette it to be operational has been sleeping on the job for three years. This is very sad and the CS deserves to be reprimanded by the President. This Act is of great importance to this country. NGOs and civil societies have played major roles in the development of this country particularly in the rural areas. This is in the sectors of health and sanitation, water and agriculture.
