"content": "Another important aspect of this law is the synergy between the Government and the NGOs. There has always been suspicion by the Government on activities of the NGOs. This law spells out how the Government and the PBOs can work and synchronise their activities to ensure that beneficiaries of the programmes, who are the rural folks benefit optimally from them. Enactment of this Bill will remove suspicion between NGOs and the Government because there have been allegations that some NGOs are doing jobs that are antagonistic or those that undermine activities of the Government. This Bill allows the Government and the NGOs to sit together and ensure that programmes undertaken by the NGOs on behalf of the Government are of benefit. This Bill is clear about staff of various PBOs. Many at times, these NGOs come from overseas with their own staff. These organisations are run by people from outside who do jobs that would have otherwise been done by Kenyans. This Bill states that the PBOs established in The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
