    "content": "Thank you for this opportunity, Hon. Temporary Deputy Speaker. I also take this opportunity to thank my brother Mhe. Neto for moving this Bill. In fact, it is a wakeup call. I did not know this Bill had not been operationalised. I am surprised it has not and yet we passed it. I remember contributing to this Bill when it came sometime towards the end of 2013 but I do not understand why it has not been put into effect.
