Many times, you find that once the PBOs exit from the place, the individuals left behind lack the capacity to sustain that project. The situation is complicated by the absence of financial prediction to understand that the budget for the project comes to end in a certain year and that thereafter, the beneficiaries of the project are supposed to rely on themselves. Many serious investments collapse because there is no technology transfer and continuity. Therefore, this amendment will allow sustainability of donor funded projects."
