    "content": "It is extremely important for the Mover to work with the Ministry which will be implementing this Bill and involve them thoroughly during the Committee of the whole House. If there are any misgivings or contribution that should be made to the Bill, the Ministry should address those issues at that point. If the Ministry raises issues about the Bill at that point, we will extend the time for its determination. That is what happens. If the Ministry is involved during the Committee of the whole House, it will bring those issues. We have had situations where Private Members’ Bills have been merged with Government Bills. The best example was the Tobacco Bill. There were two Bills – one from the Ministry and another from a private Member. It was possible to merge them into one Bill. The Committee of the whole House is the most important stage where Movers of Private Members’ Bill should involve the Ministry that is intended to implement it."
