"content": "I have always argued about the powers that CSs enjoy. It has to be remembered that right now, they are no more than the appointees of the President. For them to make it look like they are frustrating the efforts of Members of Parliament to make laws is unacceptable. Members of Parliament go through a very difficult process of getting elected to this House. The fact that you come to this House means you are speaking not just for yourself, but for the people of Kenya. That is because not all the 40 million Kenyans can come to this House to express their views. I want to commend my good friend, Hon. Aghostinho Neto, for removing that hindrance to the operationalisation of the law. Most importantly, as we go forward, let us remove this leeway that we are giving CSs that they often misuse to try to frustrate the operationalisation of laws to the detriment of our people. With those remarks, I support."
