    "content": "Thank you, Hon. Temporary Deputy Speaker. I also rise to support this Bill and congratulate my brother, Aghostinho Neto. This Bill is going to supplement Government’s efforts in many areas where it would like to assist Wananchi, but funding may sometimes be very little. When those NGOs come, they try to help in many areas such as provision of water. Sometimes, they go to an extent of drilling boreholes, building some dams and even chip in during drought. I would caution that as we support, we should set some mechanism to make sure that the source of funding is known and that money is utilised properly. I support the Bill. Thank you."
