    "content": "Members have spoken to the fact that each time you give authority to the Cabinet Secretary (CS) to give effect to Acts; he is always laid back, thus taking away the legislative prowess of the National Assembly. Whereas we appreciate the Executive role of the CS, I think the legislative role of the country should be left to the National Assembly and the Senate so that we can make laws and the CS is only supposed to give effect in terms of implementation.
