    "content": "We feel that there is need to retain the requirement for approval by the Cabinet Secretary for purposes of ensuring accountability and compliance with the requirements of the Act by the operator. In other words, if the amendment by the Senate goes through it means that a contractor can engage in any operation in disregard of whether the operator is qualified or not and the Cabinet Secretary can do nothing. Therefore, we rejected this amendment."
