"content": "THAT, Clause 89 of the Bill be amended – (a) by deleting sub-clause (1) and substituting therefor the following new sub-clauses– (1) A contractor shall not vent or flare natural gas in the course of the conduct of upstream petroleum operations except with the prior authorization of the Authority in consultation with the National Government agency responsible for environment and safety and any other National Government entity. (1A) A contractor under sub-section (1) shall carry out the venting or flaring in accordance with the terms and conditions of the consent, existing laws and best petroleum industry practices.
