    "content": "Hon. Temporary Deputy Chairlady, Clause 89 deals with venting and flaring of natural gas. The Senate amendment seeks to provide that prior consent of the authority in consultation with the national Government agency responsible for the environment shall not be required in the case of an emergency and where such venting or flaring is necessary to avert a disaster. The amendment also seeks to increase the penalty for a contractor who contravenes, fails or neglects to comply with the requirements of the section from a jail term of not less than five years to a jail term of not less than 10 years. We concurred with this amendment. We support the Senate amendment."
