    "content": "Clause 4 relates to the application of the Act and provides that it shall abide to public entities and offices and to private entities. So, it is now both public and private officers and their entities. The clause contains a proviso which empowers the Cabinet Secretary by notice in the Gazette Notice, to limit or extend the application of this Act or parts of it to specific public or private entity. That is food for thought for this august House. The CS, in my opinion, should not have powers to gazette certain or parts of it."
