"content": "I once brought an amendment to this House and proposed that any person who is involved in grand corruption should face capital punishment. I do not know whether I should take advantage of this Bill to propose an amendment that will capture that reality. In our statutes, capital offences tend to be offences that have shock effect, for example; if you murder someone. It is good that we still have that notion but corruption has the same effect. When you take a sum of Kshs1 billion from the public coffers and misuse it, the effect is the same. That money can be used to buy medicines or build roads, but you have taken it for personal gain. Corruption can have worse consequences compared to the capital offences contained in the Penal Code. Therefore, I urge Members to give this proposed law more teeth. The penalty clauses in this law should be enhanced. We should provide for capital punishment."
