    "content": "because we do not want people who are aspirants or incumbents to misuse public officers or start stealing from the public sector, or compelling people who are doing business to give them money for campaigns. Cap. 106, Section 5 or 6 of the Public Collections Act talks about the punishment that is meted to individuals who are caught. It talks about penalties of Kshs2,500 and Kshs5,000, but that is subservient or low compared to the Public Officer Ethics Act and the Anti-Corruption Act which creates the Ethics and Anti-Corruption Commission (EACC).
