    "content": "Mr. Deputy Speaker, Sir, I do not really want to go into the issue of price controls because it has not been approved yet. The effect of the Bill may not have been factored into and we should not be discussing it at the moment. On the issue of the improvement of the refinery, the Ministry has already commissioned feasibility studies. It has commissioned a firm to look at single going mooring that will ensure that we build a new jet among other issues. You will recall that the ownership of the factory is between the Government of Kenya and a private partner. Talks are underway to ensure that the agreement that was reached in terms of the partner bringing in more money to improve the refinery is enforced. By January, 2011, we, as a Ministry, will have made a decision on the way forward in terms of ensuring that the facility is well equipped and efficient. I am not so competent in terms of commissioning of the amounts. I do not want to give a figure that I am not very sure of. We are relying on the outcome of the feasibility study to budget and see how much time and money the refinery will require to be upgraded."
