When you say at a “reasonable cost”, reasonable can be a function of time or quality. So, what are you talking about? What is reasonable to me may not be reasonable to the Chair. What are we talking about here when we say “at a reasonable cost”? This amendment is superfluous and I request the House to reject it. It does not help at all in enriching the Bill."
