    "content": "On the matter of reasonable cost, that is a genuine concern which can be addressed by regulations. The language by the Senate is understandable. It is neater in law than the word “inexpensive’ because a lot of court decisions have interpreted what is reasonable for the different categories of information and citizens, but all that would be in the regulations."
