    "content": "If today I want to buy something from Hon. Njuki in his private capacity, the transaction is private, between him and I. Why should I be bound by laws on procurement which have nothing to do with the agreement between us? In any case, the law governing procurement in this country was passed in this House. It is Public Procurement and Assets Disposal Act, 2015 which the President assented into law. Why can we not say what it is instead of being timid and ambivalent for no reason at all?"
