    "content": "Hon. Temporary Deputy Chairlady, just as Hon. Gumbo has said, when you look at what the Senate is replacing the earlier statement with, it misses the word “public”. It says “matters of procurement and disposal”. The word “public” is missing. Even as we want to make sure that we do not go for mediation, it is also important that we get the editing and drafting of the Bill done correctly so that it does not go up and down. This could also mean private procurement. The issue Hon. Gumbo is raising is that when you leave out the word “public” then you do not qualify the kind of procurement we are discussing. It is important the word is included in the amendment by the Senate."
