    "content": "I believe that if we allow the KCAA to control air passenger tax, it will boost it. Eng. Gumbo, in his contribution, talked about a very sensitive issue on the shortage of personnel within the KCAA. There is acute shortage of staff in the Airworthiness Division which carries out inspection. As a result some airstrips and airports in the country have not been inspected for a long time."
