    "content": "Hon. Temporary Deputy Speaker, thank you for giving me a chance to contribute to this Bill. It is a much improved Bill compared to the previous one. When we go to the Committee of the whole House, I would like Clause 7 of the Bill to be amended, for it to be more effective and serve its purpose. Under Clause 7, the President appoints the Chairman, the Board appoints the Director- General, and the Principal Secretaries in charge of civil aviation, national security and the National Treasury are members. It also says that the Cabinet Secretary will appoint four other members. These positions are always given to people who have lost elections. We need professionals because this is a matter of security. I propose these four people to be appointed or employed through the Public Service Commission (PSC). We should have a competitive process of the interview, and the best person qualifies to be a member of the board. If this is not done, we will end up with the system which we have currently, where board members are former Members of Parliament who have been The electronic version of the Official Hansard Report is for information purposesonly.
