    "content": "The other thing I want Hon. Mule to look at is the validity of the certificate when issued to someone. Clause 25 says that it will be valid up to the end of the year which is in December. However, there is a catch here because if somebody gets a certificate in September or October, it does not make sense for him to re-apply again in January. That would be a short time for a certificate. He could change that to say that it should be a minimum of a calendar year or the following December if somebody gets it in less than six months to the end of the year."
