    "content": "This is a timely Bill in the sense that we have a lot of money and resources which the national Government has allocated hospitals to equip them. A case in point is what happened about 10 years back. We got dentist equipment from Spain for Meru General Hospital. That was the time Dr. Nyikal was the Permanent Secretary in the Ministry of Health. The equipment has been lying there for more than 10 or 15 years without being used because we have never had people who can handle the dentist chair and the other equipment. The equipment has been lying idle because of some small issues."
