    "content": "Hon. Speaker, this will enable us promptly disburse the funds for this Financial Year 2016/2017. I would request my colleagues to support this Procedural Motion so that, by next week, we shall have given constituencies their ceilings for this financial year. As I move this Motion, allow me to inform Members of those constituencies which had not received their funds in total for the last Financial Year 2015/2016 that the CDF Board in the month of July, and partly this month, has been handling administrative issues of disbursement between them and the Central Bank of Kenya. They are moving from a manual system previously called G- Pay, to an internet based system where they are able to disburse funds from"
