    "content": "Mr. Deputy Speaker, Sir, may I remind the hon. Member that KIE is part of the Ministry of Education. So, what the KIE has as a policy, is the policy of the Ministry of Education. May I inform the hon. Member that part “b” of the answer is very satisfactory. This is because these non-formal schools must conform to our rules so that they can get money from the Ministry. If Government money is not properly spent, it is this House that will summon us to interrogate us on how the money has been spent. Let me tell the House the criteria we use to give money to these centres:- 1. They must be community based and not private. 2. They must be registered by the Government as CBOs or Societies. 3. They should offer the formal 8-4-4 curriculum. 4. They should open an account with the banks that have signed an MoU with the Ministry of Education and that account should have three mandatory signatories. 6. The institution should have a school management committee; school infrastructure management committee and must be willing to be---"
