    "content": "This Report indicates poor implementation of projects, starting with poor workmanship and delays in project implementation. The Committee has given us an example of the Kakamega-Webuye Road Project, where only 2.5 per cent of the work has been completed 34 months after it was started. That kind of delay is totally unnecessary. It starts with how we plan our projects. We need to know the role of the Public Works Department. This is because it supervises Government projects, particularly ongoing civil works. They should plan the projects"
