    "content": "There is the issue of unsecured Government land. This is a big problem. Schools and hospitals are losing land to private developers because they are not secured. The land is claimed but the institutions do not have a way of proving ownership. These are things which should be looked into. I end my contribution by saying that even though we have lost a lot of money, the most important thing is to look at our systems and make sure that they work."
