    "content": "Thank you, Hon. Speaker. I want to thank all the Members who contributed to the Civil Aviation (Amendment) Bill No.14 of 2016. This Bill amends the Civil Aviation Act of 2013 and more fundamentally, it is meant to address findings of the audit of the International Civil Aviation Organisation (ICAO) and the USFAA. These organisations did a technical review for the international audit safety and assessment category that is required. This law is important in economic growth and increasing passenger capacity handling at the JKIA in terms of making it a regional hub in the aviation industry. This law will create a legal framework that will fill the gaps in the current Civil Aviation Act of 2013 and solve the impediments and challenges that have made us not to have direct flights from the JKIA to the USA. The filling of these gaps legally, through these amendments to the Civil Aviation Act of 2013, will unlock the economic potential of the civil aviation industry in our country. It will ensure the civil aviation industry becomes highly competitive on the continent against the likes of Ethiopia and South Africa."
