Speaker, on behalf of the PAC and pursuant to the provisions of Standing Order No. 199(6), it is my pleasure, privilege and honour to present to this august House the Report of the Committee on the Appropriations Account, other public accounts and the accounts of the Funds of the Government of Kenya for the year 2013/2014. I will go to the guiding principles upon which this work is based. In the execution of its mandate as aforestated, the PAC is guided by the core constitutional and statutory principles of public finance management as well as established customs, traditions, practices and usages. These principles, among others, include Article 201 of the Constitution, which enacts fundamental principles that shall guide all aspects of public finance in the Republic of Kenya. The principles are inter alia under Article 201(a) of the Constitution, which says:- “There shall be openness and accountability, including public participation in financial matters.” The electronic version of the Official Hansard Report is for information purposesonly.
