"content": "The use of IFMIS is also not helping. It is actually complicating issues. Despite the fact that corrupt transactions are captured in the IFMIS, nothing is being done to bring the perpetrators to book. It is high time we woke up as a country and make sure that public financial resources are not misappropriated. If we do not do so as a country, we will take very long to develop. We should also start giving auditing a different approach. Performance based auditing can help. For example, a building can be audited based on its value. I also request the decision- makers to make sure that the accounting departments are stable in particular ministries. During the accounting period, you will find that departments move from one ministry to another. This disorganises the Accounting Officers at that particular time. When we call the Accounting Officers, they say they have been transferred from one department to another, and that they left records where they were. During the accounting period, stability should be seen. If a department is in the Presidency, it should remain there for quite a good time, so that it can account for the resources that were given out to it."
