    "content": "On the first amendment, the Senate has given an obligation under (e). It gives a financial responsibility that county governments will create a fund for the promotion of cultural activity. In (f), they have established a mechanism for using culture as a tool for conflict resolution and promotion of cohesion. That is the input of that new amendment in a layman’s language."
