"content": "Hon. Temporary Deputy Chairlady, the Senate in its wisdom felt that the Cabinet Secretary is empowered to make regulations for effecting the provisions of this Act. So, the Senate is proposing that in exercising this mandate, the CS shall make regulations in consultation with the Council of Governors. Partly, I agree that it does not harm anything that they are asking the CS to make regulations. Of course, when those regulations come to the National Assembly, they will be tabled and the Committee on Delegated Legislation will deal with the matter. I hope they will consult and get the views of the Council of Governors."
